History and current state of RPL system in France
The current RPL system in France is a result of a long historical process that has its roots in 1930s and began to be formalised after the economic crisis in the 1970s. The rising unemployment accelerated the development of modular lifelong learning and the shift of the focus from formal certifications to learning outcomes that can be acquired independently of the learning environment, and that should be evaluated and validated (ECAP – Evaluation des compétences et aptitudes professionnelles). In 1985 the first relatively widely spread and systematic initiative in the field of validation was called “Validation des acquis professionnels” that served as an exemption for entering higher education and laid good basis for further development of the validation practice. Significant investments were made to develop educational standards (referentials) and formulate them in the way that allows validation (learning outcomes based on chunks of professional activities). In 1991 the logic of evaluation and recognition of skills and competences was reinforced by the generalisation of the bilan de compétences. This device, although centred more on career counselling and not an integral part of the validation process, manifested the importance of a complex and professional guidance provision for fostering the personal and social value of the validation. In 2002 the validation path was extended to almost two thirds of the 18,000 different certifications that exist in France and the whole system was renamed to Validation des acquis d’expériences (VAE) – “Validation of prior experience”, to better reflect the holistic nature of the individual career paths.
Today, the RPL system in France places more emphasis on summative validation, where the attainment of a complete formal qualification is the ultimate objective. There is no difference between certification acquired through formal education and VAE. The VAE has become a legal right for everyone with at least three years of experience – A decree in December 2002 introduced the right for workers to a 24 hours paid leave to undertake a validation process. However, this time is often not sufficient for a complex guidance process that is required for the preparation of the personal validation dossier. Attainable certifications are classified in he RNCP catalogue (Répertoire national des certifications professionnelles) and are awarded by different bodies (ministries, training institutions, chambres…).
In recent years, the system was reformed again: the access to RPL was widened (only 1 year of experience is required) and also voluntary activites count.
Around 13 000 diplomas are delivered through VNFIL every year (2% of all the delivered certifications), of which around 24% in lower secondary (ISCED 3C), 24 in upper secondary and 52% in tertiary education. Despite the wide range of diplomas accessible by the VAE, 20 most targeted diplomas represented 70% of all the validations in 2012. Most targeted branches are in social, health and other services sector: childcare, cook (ISCED 3C), commercial or administrative baccalaureate (ISCED 3B), Optician, Hotelier, technician in industry, electro technician (ISCED 5B) and specialized qualifications such as accounting and special education.
Project Team Visited Ministry of Education
Our project team realized a visit to Ministry of National Education in Ankara on 19 of April 2019. The project has been presented to Mr. Süleyman Akgül who is head of department for work based learning and the experts working in the department. The possible cooperation on dissemination of project outcome 3 (RPL Guide) has been discussed and delivered to be reviewed by national MoNE experts in the ministry. When its approved the Guide will be distributed (soft version) to related VET centers.
Our Project has been presented in “In-VET Seminar” in Dublin
VIVARPL Project has been presented in VET seminar organized by Teacher’s Union Of Ireland on 25th of March 2019. In the seminar, good examples in vocational education and training has been shared by participant countries Spain, Ireland, Germany, Swiss and Turkey. Salim Kocabas from project team has presented Turkish RPL system and VIVARPL project contribution to current implementations. During the seminar, project bulletins were distributed to the participants. After the seminar, possible networking opportunities were discussed in a round table meeting.
After the seminar, a study visit which is organized and founded by Ikaslan Gipuzkoa from Bask Region in Spain with the hosting of the Teachers’ Union of Ireland to Dublin Institute of Technology and world-wide famous Trinity College was realized (TUI)
As the coordinator and the partners of VIVARPL Project, we had our third management meeting in Chalon Sur Saône France.
As the coordinator and the partners of VIVARPL Project, we had our third management meeting in Chalon Sur Saône France. At the meeting that has lasted two days, we evaluated our last activities and planned our future operations. The opening speach of the meeting was done by the Burgondy Region Manager of CIBC . Renaud Jacquinet and said he will be glad to provide any information asked.
The Project meeting was held on 6-7 March 2019 ,in CIBC building CENTRE INTERINSTITUTIONNEL DE BILAN DE COMPÉTENCES BOURGOGNE SUD, Chalon Sur Saône.
At the end of the meeting we have visited the Lycee Viticole de Beaune which is dependant to Minisitry of Agriculture in France. After a short brief about the school authorities, we visited the farms and the workplaces belong to school. We examined the harvest and the agricultural tools that are used at school.
Our first output ” Need Analyze” has been finalized.
We Presented Our Project At Teacher Council In Pendik
We have been invited to teacher council meeting in Pendik City, organized in order to share experience on submission and implementation process of Erasmus+ project on 02.10.2018.
We also gave information about RPL system and certification of competences in line with our project commitments.
First Mobility Training Realized In Dublin
Our project partners send their staff to get short-term training to Dublin. Participants from partner’s countries took first training on RPL certificate system and learnt Irish implementations.
In full-time 3 days training,Dr.Anne Murphy, Ray English andGereva Hackett from DIT, Ms.Martina Needham from Donegal ETB gave information about Irish RPL system. Dr. Carina Ginty from Galway Mayo Institute of Technology has participated in webinar and presented projects on RPL system and their own implementations.
At the end of training, mobility and management participants paid a visit to Ballyfermot VET Training Centre. The centre gave a presentation about new Irish Apprenticeship System, which is important complimentary part of RPL system.
Management Meeting Held In Dublin
VIVARPL project team gathered secondly in Dublin for two days meeting. The meeting was opened by the presedent of Teachers Union of Ireland, Mr. Seamus Lahart.
Meeting was held at William Norton House, the center of Communication Workers Union on 26-27 of September 2018. At the end of meeting, participants visited together with mobility participants CrokePark Stadium and Museum which is one of the National Symbols of Ireland.
Kartal Public Education Center Directorate continues to visit stakeholders.
Kartal Public Education Center (KHEM) is going on realizing stakeholder visits in order to inform stakeholders and searching for co-operation for forthcoming activities. Since our project is dissemination-based, we care the relationship with stakeholders and companies working as RPL certificate provider. As project coordinator, KHEM, agreed working together with 4 RPL certificate providers as of the date June 2018.
Our partner, REDVET, has completed filling questionnaire.
One of the our partners – REDVET (www.redvet.org.tr) –has finalized filling questionnaire with about 120 participants by face to face meeting. Research aims finding out the ways and level of access to RPL certificate providers. The research is focusing on obstacles in front of RPL companies to reach individual candidates. When survey is finished, it will be published here under outputs menu.
We held our first meeting in Istanbul
VIVARPL project kick-off meeting has been realized in Istanbul with our partners from Ireland, France and Bulgaria. In the meeting, concept of Recognition of Prior Learning has been discussed and project commitment was identified again.
Project opened by Mr. Ali Rıza Aka who is Directorate of Ministry of Education in Kartal district. In his speech, he underlined the importance of certification for adult, by driving attention to district’s capacity on employment.
Activities under project implementation, project aims and objectives were debated and planned in detail in two days meeting.
In the first day evening, project team took a boat tour in phosphorous with dinner to strength common work spirit.
We’re about to kick-off the ball.
Our kick-off meeting will be held in Pendik Greenpark Hotel on 8-9 of February.
